LRA rebel leader Joseph Kony phoned a Ugandan talk radio show and called for new peace negotiations. He accused the Ugandan government of botching previous attempts to negotiate a settlement. Kony rarely appears anywhere or talks in public. Two former LRA officers confirmed that the caller was Kony. Kony also accused the government of committing atrocities.
