Lebanon moved 500 troops and 500 special police into the former South Lebanon Army bases at Marjayoun and Bint Jbail. Israel said it wanted these troops to remove the Hezbollah troops that have set up sandbagged positions along the border, and the civilians who throw rocks across the border at Israeli patrols almost every day. Lebanon insists, however, that it is up the UN to control the border, and that its troops will handle only internal security. The UN troops had refused to take on Hezbollah.--Stephen V Cole
