All soldiers and police must have their existence, and ability to do their job, verified, so that new identification cards can be issued in March. Commanders have long padded their units with phantom soldiers, and pocketed their pay. Unqualified friends and relatives have also been given jobs in the police and army, and the government wants to stop this. Or at least try.
