Colombia and Peru have agreed to more tightly control air traffic over their 1600 kilometer border. The US is also resuming technical assistance to an air monitoring program that allows the Colombian air force to shoot down suspicious aircraft that will not land when ordered to. These aircraft tend to be drug smugglers or rebels, but this program was suspended in early 1991 when a plane carrying missionaries was shot down.

The government is also putting more pressure on Venezuela, which is more openly providing bases and other support for leftist rebels.
