In a UNITA press release (reviewed by western news sources), UNITA leader Jonas Savimbi admitted that UNITA had suffered defeat (by the Angolan government forces) in conventional warfare. Because of the failure of conventional warfare, which resulted in the fall of Bailundo and Andulo" (UNITAs headquarters cities inside Angola, which fell to the Angolan Army during its 1999 offensive), Savimbi said UNITA had to return to guerrilla operations.
