The Clinton Administration plans to announce its choice of a JSF fighter design and contractor in November in order to have the program locked into place before a new president and Congress take office. Current plans call for picking one contractor, but then forcing that company to submit a plan to give the losing contractors a share of the work.--Stephen V Cole
