Congress has moved to promote William Clark to Captain. While it would seem unusual for Congress to act in the case of such a low-ranking officer, the William Clark in question is the Lieutenant who exercised joint command of the Missouri River expedition in 1804-1806 along with Captain Meriwether Lewis. Historians have long noted that the two men were of different rank but were defacto "full partners" in the expedition.--Stephen V Cole
