Congress provided the Energy Department with only $10 million out of its $65 million request for increased security funding. DoE Security Chief General Eugene Habiger has complained that this will not allow him to keep his promises to tighten security quickly. The lack of funding will prevent planned purchases of new equipment to secure the computer systems, and will not allow the expected tighter controls over foreign visitors. Habiger said that he had seen improvements and that the worst of the security bombshells had been heard. --Stephen V Cole
