India is secretly negotiating to obtain anti-missile weapons from Russia. These negotiations are for weapons more advanced that the S-300 (SA-12) air defense missiles India is known to be buying. (The S-300 has a limited anti-missile capability, but would be overwhelmed by the long-range missiles used by China.) India is also moving to lease two nuclear-powered submarines from Russia for use with submarine-launched cruise missiles.--Stephen V Cole
